The year 2015 was a remarkable and progressive year for the Durban Adaptation Charter (DAC) after having hosted and participated in numerous international and local events that echo the vision of the Charter. The 2015 Annual Report records the achievements of the Charter with highlights that include the first DAC Southern African Regional Workshop that was co-hosted with ICLEI’s Local Climate Solutions for Africa (LoCS) Initiative and the election of the co-founder of the DAC, Dr. Debra Roberts, to co-chair the Working Group (II) of the Intergovernmental Panel on Climate Change.
The first chapter of the report overviews the Charter’s implementation efforts made through the development of the Hub and Compact Approach. The approach had a direct influence on the formation of a regional Compact in KwaZulu-Natal known as the Central KwaZulu-Natal Climate Change Compact (CKZNCCC). In October 2015 the CKZNCCC was formally launched and officially signed by member municipalities.
Chapter one of the report also outlines the various City to City exchanges and training workshops that took place in 2015. The first exchange took place in Durban where the DAC hosted a Mozambican delegation from cities of Pemba and Quelimane in Durban in May. In addition, in October a Compact Operationalisation Training Workshop was hosted in Durban which was attended by a number of South African municipalities as well as municipalities from Tanzania and Mozambique.
The second chapter provides a detailed overview of DAC registry statistics. As of the end of 2015 the DAC had a total of 1069 signatories. The third chapter overviews the DAC communication used by the DAC Secretariat. It includes information on publications released and the various opportunities sent out to DAC stakeholders on climate adaptation via its email announcements, as well as the upgrade of the DAC website.
An overview of the DAC’s global work can be found in the last chapter of the report which outlines various international events attended by the DAC. In particular, the DAC attended the 21st Conference of the Parties (COP21) in Paris in December 2015 which included a special DAC side event which showcased the development of the Hub and Compact approach.
